I wouldn't say that. He just lied a lot about it. And still is. He claims that Biden could secure the border with a simple EO. But he didn't do that when he was president. In fact, a lot of what he did do was beg Pelosi for money to secure the border.

I think he wanted to secure the border. He just wasn't smart enough to do the things necessary to slow it down to a crawl. Trump was extremely ineffective at getting things done.
