2. Russia was not "attacking" Ukraine since the 2015 cease-fire. There was only occasional sniper fire.

Congress approved the $391m, but also had a clause in the law that required Trump to be sure that there was no corruption. The Ukraine was changing administrations from the Poroshenko regime to the Zelensky regime during the summer (after the Pentagon certification), and Trump had every right to delay the transfer until he was sure that the new regime had adequate anti-corruption measures in-place.
The request was to "announce" the investigation, not do an investigation. All of Schiff's witnesses said that Burisma was corrupt, so an investigation was totally justified. Not even discussing how corrupt it looked to have the Bidens take $millions out of the Ukraine.
