He's a birth citizen because his mother was a US citizen and conferred citizenship upon Cruz at birth. Per Title 8, Section 1401 of the US Code.

And who says that you have to be born in the US to be president? There's only natural born (citizen at birth) and naturalized (citizen after birth). There is no third kind.
