I used to work at a sub base many, many years ago. We were not allowed to reveal when any sub was scheduled to return to port or for how long. Yet, the local newspaper always seemed to print it
It's difficult to hide information because of 'indicators'.

'Dozens of Pizzas being ordered late at night at the Pentagon' is one that comes to mind from the past. Units returning home or going out can be detected by changes in trends, family actions / routines, etc....

Bragging about what? What Trump told him wasn't of teenage girls' "I'll tell you a secret if you promise not to tell anyone else" grade. That ain't bragging. It's talkin' sh*t and "blowing smoke up someone's ass" and hoping they don't know what one is doing. [1] That's it; that's all it is.
I know were I a head of state and the POTUS told me only information I could credibly obtain from the Internet, I wouldn't feel like he was bragging and I damn sure wouldn't be impressed.

Um, according to most sources, the President can reveal what he wants to in most cases.

The U.S. has, last I looked, ~70 subs. There are "seven seas," that gives us seven per sea. There are surely a bunch of them on our Atlantic and Pacific coasts so we can track the visits of other nations' subs. Then there're the ones we have that we send to visit other countries. There're the ones that are ostensibly attached to carrier groups and there are the ones that we have just doing "stuff" not previously noted where "stuff" needs doing.

We have attack subs pretty much everywhere. Missile subs usually are closer to US waters, but since their Missiles can hit pretty much anything they need to even if they were tied up in port, their location is more about not being found, and less about being deployed to face a threat.
