Nope. The phrase was "if the current trend continues we could have an ice free arctic by such-n-such date. It didn't as the last solar cycle ended and the new cycle has been the lowest output in a hundred years. I'm glad because the predictions of runaway global warming were incorrect.

Let talk about that 29% increase you've thrown around. That is an increase in the minimum ice (usually this is Sept 15th) . Since 2012 was the lowest recorded since 1979 an increase of 29% is not a huge surprise.

On September 16 (2012), Arctic sea ice appeared to have reached its minimum extent for the year of 3.41 million square kilometers (1.32 million square miles). This is the lowest seasonal minimum extent in the satellite record since 1979 and reinforces the long-term downward trend in Arctic ice extent. The sea ice extent will now begin its seasonal increase through autumn and winter.

Needless to say you didn't post a link to a transcript, so that is probably not exactly what he said. He probably said, some models suggest a 75% chance that in 5 to 7 years during some of the summer months the north polarized cap will be ice free.
