First, raising rates never brings in the expected revenue increase because people in top brackets change their behavior in response to tax laws. They didnt get to top brackets by being stupid.
Second, with higher revenue the impetus for spending cuts goes away. Every state that has raised taxes to cut the deficit has seen a higher deficit instead.
