The Russian Armata program, a universal chassis system that is intended to be the foundational element for Russia’s future armor force and includes the third-generation T-14 main battle tank (MBT), could be in danger of being cancelled, following recent announcements to upgrade T-80 and T-90 series main battle tanks (MBTs) in addition to revising plans to melt down 10,000 armored vehicles by 2020. Russia will melt down 4,000 armored vehicles and retain the remaining 6,000 as a strategic reserve. Earlier this year, the MoD also awarded a $417 million contract to upgrade T-80 and T-90 MBTs to modern standards.
 
This comes on the heels of Russia completely nerfing their "upgrade" to that dilapidated aircraft carrier they tow around.

This week, a Russian-language report [3] in Interfax disclosed that Russia has cut in half funding for repairing and modernization its aircraft carrier. “Instead of [the] previously planned approximately 50 billion rubles [$867 million] for the work, it is planned to allocate about half of the previously announced amount,” Interfax reported, citing a source “familiar” with the situation. The same source said that the budgetary problems has forced Russia to abandon plans to modernize the carrier, and instead Moscow will only proceed with the previously planned repairs. These will primarily focus on fixing the vessel's propulsion system, the report added. This is the absolute minimum Russia can do to avoid completely scrapping the ship: the propulsion system has been so unreliable that the carrier must be accompanied [4] at all times by a large, ocean-going tug ship in case it breaks down

No, it's real but the production of it isn't. Russia is having serious problems with funding their current military programs. The SU57 is caught up with the same problem. They just don't have the funds to get the things they want into production of make a production of either the SU57 or the Armata. While both really do exist, the systems needed to put them into production are just too expensive. So you may see them but they are far from battle ready.

Danged. In Mexico that would be considered a pay raise. They recently went to 5 bucks a day. It's easy to see why the US is leading in the Military Hardware. And it's easy to see that many countries that are trying to compete are extremely underpaying their military civilian workers which makes it appear that they are spending less. I have a feeling if Russia were to pay fair wages, they would get better work but it would show just how much they would really be spending. As one party said, a Mickey D worker in Russia makes more than a Defense Employee. And that is sad, indeed. I guess if we are ever attacked by a flight of Big Macs it might stand a chance since they would be in better shape than their Military.

When Russia has to slash the budget of their aircraft carrier to the point where almost all the upgrades to being a modern warship are canceled and they are just trying to make the things run well enough so it doesn't need an ocean tugboat as part of it's flotilla they have money problems.

Russia has no sane position about aircraft carriers, moreover, it was not in the USSR. The Russian military doctrine is very different from the American one, and in Russia aircraft carriers are not the main military force, Russia's "military" interests are near its border, Syria, Ukraine.

If we are tolking about Armata than main problems still is a people, military industry has a problem with staff shortages. Military programs such as Armata, SU-57, were financed for many years to come and there are no reductions for them.
But if be honestly we can't talk seriously about Russian military program and budget because there a lot of secret part, , and often the media just come up with it.
