Maybe because the truth of what any bill of 2000 pages should be known before being passed? If it happens enough maybe they’ll quit tacking things on, if they don’t want to sit through it...

I don't see a problem with this. Too bad it doesn't happen more often by both sides. If it's made mandatory, maybe they will stop lumping so much crap in each bill.
