Bush was re-elected President in 2004 and Obama followed Bush's lead in many of his policies with regards to Iraq, Afghanistan and defense spending. Bush's average approval rating for his whole time in office in the GALLUP poll is actually one point higher than Obama's.
After 9-11, Bush had unrivaled popular support from both parties. He had 86 percent approval as the people rallied around the President.
However, his poor decisions in invading Afghanistan and Iraq and a collapsing economy gave him an approval of 28 percent by the time he left office
