May be, but using it to it's fullest potential was Obama's choice, and to use it for his agenda was the other aspect of it as well. Hey laws are still on the books from the ancient times in America, but they are only used, looked at again or enforced if an administration chooses to do so. This administration I'm surprised that it didn't find and use things that had gone back further than the eighties.
