How do you explain 23,000 miles of pipeline across the Ogallala and 2,000 miles of pipeline already across the Nebraska section of the Ogallala?

And the TC route would only have amounted to 6 miles if I remember correctly. AND TC had already agreed to re route with Nebraska's Governor.
