Scalia was one of those who wanted to follow the Constitution to the letter with no attempt to interpret it in the light of the world as it is today.

For instance, they had no concept of electricity or telephones so Scalia would claim the Constitution says nothing about them so government has no authority or power to do anything in relation to those things. He would do away with the FCC and all government agencies the regulate electricity or telephones.
