Your post would make more sense if you understood election demographics better.
Democrats would be pretty dumb to rely on that. White, middle class suburban areas are expected this year to have much higher turnout.
Inner city black neighborhoods have historically had a fraction of the voter turnout that other neighborhoods do. That turnout is expected to be even lower than normal this year.

I wonder if its the economy....
Perhaps instead of hoping for a racially based voting block to support them, Dems might actually do something to stimulate job growth in the inner city?

Mr. Iott, you often cite the Constitution as to whether a given policy is the right path to follow. Some believe the 1964 Civil Rights Act, which required restaurant and hotel owners to open their doors to whoever came in regardless of race, some believed that was an unconstitutional infringement on the rights of private business owners. In your opinion, if that came up for renewal, for example, would you vote for renewal or oppose it on constitutional grounds?

I think that the Constitution says that all people are, uh, should be afforded the same rights in any situation that is a public situation. Uh, and I think we have to look at that and, and see exactly, you know, what, uh, uh, what the proposal is that is being set forth. I wasnt there; I cant tell you what happened back then. And Im not a seer and I cant tell you whats going to be suggested in the future.
But I do believe in the Constitution and I believe that every decision that is made in Congress should be looked at through a filter of three things. Number one: is it constitutional? Number two: is it moral? And number three: is it what my constituents want done? I think that everything should be looked at through a screen of those filters.
