PolitiFact judged the veracity of the statement that 7 presidents tried to get healthcare for all Americans.
They failed to judge the veracity of the claim that Obama achieved it.
Obama did not achieve it. So it doesn't matter how many presidents tried before him. He didn't accomplish it either.
Castro's claim is Pants on Fire false.

Yes, Pants on Fire is the likely grade a Republican making a comparably false statement would have received from PolitiFact.
"Seven presidents before him -- Republicans and Democrats -- tried to expand health care to all Americans," Castro said. "President Obama got it done."
Obama did not get it done. Period. He did not succeed in expanding health care to all Americans.
No more than all Americans already had health care. Anyone can theoretically go to an emergency room. That was true before and is still true. But as far as any other definition of expanding health care to all Americans, Obama did not get it done.
So Castro's basic premise is false and it doesn't matter how many presidents tried it before.
If four tried it before Obama, then there are now five failures. If seven tried it before Obama, then there are now eight failures.
"President Obama got it done."
Well I say the likely grade they wouldve gotten would've been untrue or better. See how flimsy your "logic" is?
