Human endeavour to explore and settle cannot be legislated to any large degree. When two different nations are at odds over land or resources, war erupts and the loser must accept defeat. There is no higher judge to appeal your case in a lost war. It's human nature. The native Americans can do nothing but accept what happened centuries ago. They even have the right and freedom to live their life in any manner they please.
The natives of the North America continent are rumoured to have wondered over from East Asia and no doubt pushed other settled communities and nations out of their way or absorbed them. Can we hear their voices of an 'annexed' land and culture?
Shall we pick apart the Anglo-Saxons from the native Celts of Britannia? Face it, humans explore, they endeavour to conquer new lands and establish their will. If you don't like it, you fight. Unfortunately if you lose, that's the end of the argument.
