How complicated could it be to create a student ID?

CCW's are only issued to people who have been investigated up and down by the government for past criminal activity. On top of that, we even have to (at least in my state) be electronically fingerprinted before you can get your license. In our state, this goes on every five years when you renew your CCW. I don't think college ID's are the same as CCW's.

Are these federal and state ID"s picture ID"s, or just name rank and serial number? Because the picture is what makes Voter-ID secure.
