That's a good question. People were on the scene almost immediately. But where were they? Lost in the crowd. The Red Cross showed up pretty early and started handing out food from mobile vans. The New Waveland Cafe was started by volunteers who just came together. I talked to one woman who drove her tractor trailer back and forth from her home town, while people gathered food to fill up her trailer. There was an incredible outpouring of generosity. But it was a drop in the bucket compared to the scale of the disaster.

What we needed was the resources of the federal government to immediately mobilize. And it just didn't happen.

And the reason that no food at all got to the stadium was that the authorities were turning people away. That's why all the relief organizations were set up on the outskirts of the city and in suburbs... they couldn't get in.

Funny that when James Witt ran FEMA it was an effective department.
