The Chinese finger lock of it is, everyone wants THEIR Congress-critters to bring home the bacon, but it's "pork" if any others do. This is the problem of uncontrolled federal spending, and the early thinkers saw it coming. It's the easiest thing in the world to GET the money, and since it's extracted from all of us, dissent is dispersed and muted.
