When did it become high schools job to train kids for jobs? That's what college is for.
No wonder we have so much trouble with our education system .... look what we produce. We can't even figure out what they're supposed to do.
 
High schools in America teach half of the European Abitur level. So American tertiary institutions spend at least one or two years teaching general subjects like reading and writing. A European can fully read and write when enters university. American universities don't teach their subject maters until the 3rd year.

So it is obvious, that both high schools and universities in America exist only to collect the federally guaranteed cash flow.

In the high school case this cash flow is taxpayer based, in the university case this cash flow is federally automated loan underwriting.

American universities are the best in the world, so your 'theory' doesn't hold water.
 
High schools should get one ready for college...those with low grades well we need low wage workers too.
