High schools in America teach half of the European Abitur level. So American tertiary institutions spend at least one or two years teaching general subjects like reading and writing. A European can fully read and write when enters university. American universities don't teach their subject maters until the 3rd year.
So it is obvious, that both high schools and universities in America exist only to collect the federally guaranteed cash flow.
In the high school case this cash flow is taxpayer based, in the university case this cash flow is federally automated loan underwriting.
