He's not going to defeat ISIS. ISIS is the only active opponent the U.S. current faces militarily. Trump wants to increase military spending. It won't make much sense to do that when we already spend more than the next seven highest spending nations on the planet and can militarily obliterate any national actor we desire to see ended. Thus, for there to be any basis for increasing defense spending, there has to be a clear and present, however small, enemy to fight militarily. That's ISIS.

What Trump will thus do is restrict movement in and out of the U.S., cut back on civil liberties, and let ISIS persist while feigning action to the contrary. That's a very durable political tactic because ISIS is as much a mindset as it is a physical force. For better or worse, Trump's doing nothing to counteract the cognitive feelings of animosity toward the U.S. that ISIS and its would-be adherents have.
