From Reagan to now, Reagan ranked 9, Obama 12, Clinton 15, HW Bush 20, Carter 26 & GW Bush 33.

So you can't say they aren't being fair because they put Reagan at #9. But this puts to rest the idea that Obama or Carter were the worst. CLEARLY GW Bush was.
