This is not something that can happen overnight. And the guidelines set by the OSPB (Overseas Policy Board) with be something of an obstacle. As well as who gets a Co-location Waiver and who does not.
The Embassy itself will be a miniature fortress, with some serious security requirements. The rating on the SETL ( Security Environmental Thread List ) will undoubtedly change. And given that it is moving into everything in Jerusalem is within targeting range and in close proximity, Embassy Staff and VIP Guest Housing will have to be addressed. They will probably be a whole team of Residential Security Coordinator (RSC) who will become the Regional Security Office's subject matter expert on the Department of State's physical security standards for United States Government (USG) residential properties.
It may not happen until the next Presidential Election when some other Chief Executive will change their mind.

As for your other concerns, the Israeli government will of course do everything in its power to expedite the move so none of the normal procedural delays will hold it up and the mayor of Jerusalem has said the US already owns a few parcels of land in Jerusalem that would be suitable for the embassy. I don't think security will be as great an issue as you suggest. The Israeli government is located in Jerusalem and security there makes it one of the safest places in the world for the US embassy.

Maybe this could produce some diplomatic problems between the USA goverment and the other countries.What is gonna happen to all the other embassies? All the other countries will follow American steps or not? I've heard tehy will leave their embassies in Tel Aviv. So the only embassy in Jerusalem will be the American embassy.
