The story is misleading. Yes, he had to move out of the flat he has been in for years. But he was moved to a smaller flat.

When you live in gov't housing, the gov't can move you to smaller accommodations whenever they want.

Part of the reason this happens in Germany is the very low rate of home ownership. The reasons date back to WWII, but something like 40% of Germans buy their homes, compared to 70% in the UK.
