He IS following the Constitution, but recognizing that would require at least a basic knowledge of that document and how the government it created works. So? The re-election rate doesn't prove anything other than that The People in those states and districts are happy with the representation they've sent before.

Congressional districts have been gerrymandered to ensure re-election, which is why the House has a higher re-election rate than the Senate.

Also, incumbents have a huge legislative advantage over any challengers. They get to use the franking privilege for self-aggrandizement, and they have the power to grant special tax expenditures for campaign donors. Those tax expenditures cost us over a trillion dollars a year, just to ensure incumbents get re-elected. So there's another number fact to munch on.

If you decide to challenge an incumbent, you have a two percent chance of succeeding while he has a 98 percent chance of defeating you. Does that sound anywhere close to a level playing field to you?
