The OP is misusing economics to make a political point. He does not understand business, has never been an entrepreneur and probably is lacking in relevant degrees. The nature and beauty of capitalism is that every move an owner makes is to benefit him/herself. This means the obvious, that any board level strategic decision is made for the benefit of shareholders. Offshoring is always a board level decision, whether it's seeking first mover, early adopter or survival advantage. And it always has a benefit.
