The liberal parties in Canada also opposed it.

The House approved NAFTA on November 17, 1993, 234-200. 132 Republicans and 102 Democrats for. NAFTA passed the Senate 61-38. 34 Republicans and 27 Democrats voted for it. Clinton signed it into law on December 8, 1993; it went into effect on January 1, 1994.

So I see also see if the Democrats had not supported it, it would not have made it into law. Nice spin, just spin.
