Just like Democrats do with Black's every election.

So I see also see if the Democrats had not supported it, it would not have made it into law. Nice spin, just spin.

Key words here: "Clinton signed into law." Perhaps his veto would have been overridden? NOPE 132 Congressional Democrats supported it.
