Democracy really just caters to the average

I've realized that democracy caters to the most common denominator in the populace. I'm not knocking it because it is what it is. It just takes the average opinion of the population and turns them into political action so the most common opinion on how things should be done are done. It doesn't cater to the top or bottom opinions at all since those are the minority or as they say in statistics outside the critical values of the normal distributed population. The good is that it filters out the worst opinions since they are at the bottom but it doesn't except the best opinions since those are at the top so we are stuck with the most common opinion of the people. The good thing about this is if the top opinions are to get implemented they have to convince people that they are right. Slowly the people will learn these new ideas which is kind of good for the general population because they learn those opinions. We could have an oligarchy where the elite run everything and we have the ignorant masses but because democracy utilizes the average opinion the people eventually become smart enough to run their country well since the average person is in control of the government.
