You can't build fires and smelt copper and steel if you live underwater.
Well discussed already above. What can not be done underwater can always be done over water. The atmosphere for a water inhabitant is incomparably more accessible than space for a land-dweller.

Life can't evolve in a vacume, so your analogy is not useful. How is a creeature that lives underwater going to make steel "over water?"
