The issue at hand is federal regulation
The federal definition of a receiver:
“That part of a firearm which provides housing for the hammer, bolt or breechblock, and firing mechanism, and which is usually threaded at its forward portion to receive the barrel.”

100% AR lowers do not house a bolt or a breechblock, and do not provide a mounting of any kind for the barrel - thus, under the law they are not receivers.
AR uppers do not house the firing mechanism.
