The Shah was an ally of US, Israel, and the West, so naturally there would be cooperation on many levels, trade, military, intelligence gathering and secret services. At some point the West decided it was time for the Shah to go. Whether it was because as the leader of OPEC he was attempting to control and raise oil prices, or whether they perceived the Shah too weak to withstand a Soviet invasion, which would allow them access to the worlds most important oil route and warm water ports. Or both. We forget this was the height of the Cold War.
