The measure defines bullying as "a willful course of conduct which involves harassment of a person(s) from kindergarten through age 25."

The measure covers physical and verbal actions, as well as so-called cyberbullying.

Sounds like enforcement of this law could be worse than the "crime" it is seeking to stop.

What's to deflect? Zero tolerance policies do not work. Zero tolerance is not/has never been a liberal push. Giving a kid a record is not a liberal push. You can dress it up as liberal but it isn't. There are laws on the books. Laws are also reactionary in this arena.

You either want to nail liberals or you want to address the problem of bullying.

I'll pretend that it's actually bullying. Most kids bully because of their parents or caregiver.
