Now this is odd. Seems like Tranny-Annie is naming names in her-his experiences in grade school there? I bet there is something embarrassing to the school in there. Major CYA by the school. Other than that, why stop the release? On a side note, they may want to stop it from being released in case the dead shooter is revenged by another crazed transgender targeting what she might have blamed something on, an individual or so. But you'd think they'd redact those individuals. On other case scenario, they might think that once the FBI got their hands on it, they altered it from here to the kingdom come. Lastly, in the first place, how does the school know there is information that “could pose security and safety risks for the school, its staff, and students” when nobody’s seen the manifesto?
