This probability is being reinforced by how difficult it is to sign up. Only the most desperate will try the 20th time.

The people who were kinda sorta interested in coverage because they know it's a good idea in theory to be covered even when healthy ... they might go to the site ... they might try a few times ... but they won't tend to stick around to keep trying when they're spit out a dozen times.
