You offered us greater access to vests as the 'cause' of the drop in cop deaths. But the very grants you cited were followed by in a 20% INCREASE of cops over two years, with cop death levels not returning to their pre-grant levels for almost a decade. If greater access to vests reduced cop deaths, greater access to vests would have reduced cop deaths.
