It still has to be brought before the courts, so palestinians that claim the property have a chance to give their side. Those that do have to leave have been notified well in advance. If they procrastinate or ignore the matter, that is their problem. Confiscation of land does not come as a surprise with only minutes to pack up and get out. It comes after years of legal steps.

If it belongs to someone else - and it's confiscated because the absentee landowner is prevented from returning then it's wrong, and that is what has been going on in Jeruselum.

In Lebanon we had land at the beach that palestinians moved into almost 30 years ago and we have been unable to get them out. When my father dies we could not claim his pension for my mother till we sold or paid taxes on land I didn't know we had. When a person dies all debt and taxes must be paid before there can be any claim, transfer of title, pensions, annuity or insurance paid. Even money the government owns cannot be paid the survivors till everything else is settled first. Can't pay debts with money due you by the government as they won't pay it till all other balances are settled.
Just because you think you know a law in the US, do not expect it will be the same in other countries. Land, property, money rights are not the same. It is not what you think they should be but what they are over there.

It is a legal process and palestinians have the right to their say, or through their lawyer, in court. None of this just happens without notice and time.

Often they could not leave the camps because Arafat did not want them to stay in Israel, or the countries they were in would not let them travel without a passport. Til '67 jews cold not return to the WB to reclaim land taken from them. They could not return to the MENA states to claim property or land there.

Deeds printed in the Beirut camps had not legitimacy, and holding up old keys was not proof of ownership either. Most of the homes back then were lucky to have doors let along any kind of locks. Most people used blankets or shutters to allow air to vent through the rooms. Door were for the more influential and locks were for those with valuables, again the more wealthy. Homes in the larger towns might have had doors. Those in small villages or on farms would not. Locks were a luxury.
