Yes...they can. But they cannot make it mandatory that children are exposed in school to religious songs.No, you are incorrect. If you have to face litigation for not doing something it is mandatory. We have a national holiday for Christmas...the little devils aren't even in school. This entire thing is an effort by the teapartiers to get the government to push their agenda.
Well if the Congressional Black Caucus can push an agenda then so can the Congressional White Caucus. No problem.. and so can the Tea Party folks..
they are mandating an option,, don't want your kids to hear about religious songs,,send them to study hall. See? Other people are now tired of your mandating what they can and cannot sing.
