The deep state is people put in place who share your ideology. It is everyone from the top down including government officials from the top all the way down to the lower rung of the ladder, the media, judges, or literally anyone put in place by one administration who are left behind after an election who are literally moles who can thwart the new administration. And, it goes both ways, both left and right. Trump is getting rid of the moles who are trying to thwart him and replacing them with his own deep state. If Republicans lose in 2028 then democxrats will be faced with right wing moles already in place who will try to thwart the new democrat administration. The funny part is when the left are in power they refuse to acknowledge their own deep state.
