Young American men do not have a long list of Democratic leaders they view as masculine, and in fact, there really seems to be only one name on it.

A recent analysis of young men aged 18 to 29 by the think tank Third Way stated that most of the participants “struggle to name masculine leaders within the Democratic Party, outside of [former President] Barack Obama.” Respondents recognized the Republican Party as the most masculine, and the party that best represented the interests of men.

“The [Republican] party generally tends to put itself towards supporting the nuclear family,” one respondent, identified as a young black man, said in the study. “One I mean, like I said, I’m a father. I’m a husband… you really can’t get better at leadership and integrity than having to raise a family.

And the Republican Party does do that very well.”

The nuclear family is feminine, not masculine.

Polygamy is masculine, since men are born with the biological ability to sire children with multiple women at the same time. This is why it was a common practice in ancient cultures, such as the Biblical Old Testament.

The monogamous, nuclear family was invented because it was viewed as better for the welfare of the women and the children, even though it required the male to sacrifice his masculine inclinations. It was also viewed as benefiting "weaker" men, since the more "powerful" men would take all of the women for themselves, and the weaker ones would be left with none, often relegated to the status of slaves. Therefore feminine.

The problem with the OP is that "masculine" and "feminine" are very subjective terms, and while I do think that there are some inherent qualities that tend to be viewed as "masculine" or "feminine", the presence or absence of these qualities isn't necessarily "good" or "bad".

As an example, Genghis Kahn may be "masculine", but most would agree that killing millions of people and raping countless women isn't something to admire or imitate. Gangster rappers may be "masculine", but most would agree that selling drugs to kids or getting into shootouts with police aren't desirable social qualities.

Most men in the modern world aren't warriors and rarely have to worry about getting into physical fights, but tech company executives tend to make more money and be more socially successful than hardened gang members.

And so on.

I'd go with the gang member, since they've actually been in physical fights, and Clint Eastwood is just a rapper, but Clint Eastwood is richer and much more successful and popular than the gang member.

There probably isn't a perfect way of defining it, unless a person is talking strictly about biology, other than to give examples of things people tend to consider "masculine" or "feminine". And being "masculine" doesn't automatically mean something is "good".

As an example, Genghis Khan would probably be considered more "masculine" than Mr. Rogers, but most people would think that someone who killed millions of people and raped countless women isn't a good role model.
