Yes. It was mostly what the Republicans wanted and it was the first bill on Immigration that was achieved in decades and Trump, because he wanted to win the presidency and doesn't really care about Americans (only cares about himself) turned it down.
Isn't that what politicians are supposed to do? Regardless, Democrats voted 'nay,' and you seem to have an issue with that. Besides, the initial bill had so much pork in it outside of border security, why would anyone vote for it?
