It's likely if they had fake IRS identification numbers, they were not taxpayers, and one sure way to find that out is to apply for a job with fake ids, only to learn their existence as a longtime citizen was too dubious for letting the fake user get away with it. Sometimes fakers are apprehended by careful employers who check details on potential hirees. Illiteracy is an indication the faker may not have ever attended a school in this country. Tallying the fakers though after the fact is a good marker of non-citizenship, considering how open the border has been in recent years. I'm not trying to excuse either employees or employers, but people who come here to eke out an existence for their children and loved ones tugs at my heartstrings, because we may have had some hard times ourselves raising children as a single mom or dad.
