The ancient Israelites worshiped a localized fire spirit. It did not have power beyond a certain region.

But centuries passed and the idealogy of Yahweh remained, though doubtless it's power in this world is utterly dissipated by now. Regardless, ambitious men far to the north, saw the power in a one god, a totalitarian god and so adopted Judaism. The fire spirit had no power in this more northerly region, if it even had any corporeal form at all by that time, even in the so called "bible lands".

But the new "jews" were far to the North in a more Asiatic place. They had no access to Yahweh, of course, so they worshiped Satan, while naming him Yahweh, that limited demiurge of long ago.

What about when Yahweh speaks from the whirlwind?

Wind is temperature motivated. Like afternoon sea breezes are created because the land heats up. The air rises leaving a would be vacumm which sucks cooler air in from the sea

whirlwinds are heated air rising. But do not think he was having an off day. Indeed, it takes a great deal of heat to create storms and whirlwinds.
