Yes, mankind as a whole. Man needs to get off of this one rock. Our very survival as a species requires it. Some asteroid has our name on it, I want to be able to stop it.

A moon base makes that job a LOT easier.
Just as a communications base for our mining operations in the rest of the solar system, hell yeah, a moon base is well worth the price.
But said base would also be priceless as a logistics depot, farming, warehousing, water source, etc, and all done in a much smaller gravity well

Estimates are based on my time working on LANDSAT 1. The time to develop is actually pretty low. Figure 20 years to do the hard work. Then another 10 working out the bugs. That puts us on the road to the asteroid belt in 31 years. It will take 5 years out, a year on the rock, then 10 to 15 years to get it back.

That's assuming (which is a reasonable one) that we develop a useful ion drive, or something even better.

No, they can't. Without a goal tech increase is fairly slow. Two things give enough pressure to generate major tech increases fast, war, and space.

Part of the reason why they have the ISS, because there are certain things which can only be done, tested, studied, developed in the weightlessness of space, not that this is all of it.

You can't duplicate space in a swimming pool nor even in a falling jet for a few seconds.

So, we either stat stagnant, or we push ourselves to do more. We can be stuck twirling our fingers just getting by, or we make a long term goal that will break us out of the circle and allow us to truly advance.
