All the more reason that a smart leader appoints an incident commander and lets them operate outside of the political space. Certainly, there is a need for input from the leadership but it should only be in a support capacity. The President (whomever they are) giving the briefings is almost always a bad idea. Here is an Example. You put Jane Doe in as your Incident Commander. Jane Doe has a PhD. from Harvard and has no political history. So when a reporter is in the audience at a press briefing; do they get to ask "When did you first know about this Mr. President." or "Do you take any responsibility for the slow response, Mr. President?"
