Clearly she is talking about greater US leadership in North and South America. you can't say you want to lead South America in public even if you do it in private. They wouldn't like it. That's why she means when she refers to "Hemispheric common Market" and "hemisphere". This has been her position for years and certainly the position of the Republican Party.

She is talking about the same fate for the USA as her mentor and backer, George Soros keeps talking about. We just don't listen. A total collapse of our economy, our dollar, and putting us into a depression so the other countries they are giving our money away to can catch up and surpass us in all areas.

Of course in a utopian society open trade and open borders only grows the potential of our economy by expanding the marketplace labor force. It has to be done correctly though. Nothing wrong with a politician having that goal and taking step sltowards it as long as those steps are smart and appropriate.
