Because as usual, they fear the consequences of their legislation. If they can delay it the furor will die down, and the "frog in the bucket of water" will forget the mess it's in.

Has he actually stated anything that would lead to that conclusion?

If there are this many problems they really should get it straighten up first before doing more on top of it.
