I will never cease to be amazed how much attention 13%-14% of the population gets.
1. I am 83 years old.
2. I have lived every second here in California.
3. Until the 1950s, people here pretty much ignored the African American population.
4. Then in the 1950s, African Americans started to move into Caucasian neighborhoods. The Caucasians did not resist. They simply moved to other areas that were being developed.
5. Why the focus on African Americans? Well, I guess there are several reasons.
a. Their leaders started to demand more equality. Until the 1950s, African Americans in Los Angeles accepted being restricted to certain neighborhoods, being denied most jobs, and being excluded from most public accommodations.
b. Many leaders of that community started to preach "
The squeaky wheel gets the oil/grease." (One result was the Supreme Court overruling school segregation.)
c. There was an awakening among a growing number of Caucasians that things had to change. After President Kennedy's death, President Johnson sought to honor his memory by pushing for Civil Rights laws.
d. During the days of de facto segregation, most Caucasians were not affected by crime committed by African Americans, for the latter went to certain areas of Los Angeles to work but were expected to return to "their" areas in the evening.
6. Before the Internet, Americans were most influenced by motion pictures. Many producers started to give us movies showing African Americans in a positive light, This helped to galvanize the younger generation of Caucasians into demanding more reforms. (Their success was shown in 2008 with the historic election of Senator Obama,)
BOTTOM LINE: Why is there such a focus on them? Because they are too important to ignore.
