It depends upon how much the USA wants to invest in finishing off Iran's ability.

Along with removing(sweeping) the mines in the water, we would have to finish off the boats and ships in Iran's harbors that could plant more, if they could get there. This might entail seizing (boots on those grounds) the Ports of Iran. Would also include seizing the near by coast lands that have oversight/over-watch on the strait from which missiles, etc. could be launched.

There are a few other military methods, may present later.

Point is that there is no cannot from a physical and military perspective, only from a national will and agenda one.
