I've never believed in opening fully without first having all the facts, but, I also don't believe a "one size fits all" model makes sense anywhere or any nation. Each has their own set of challenges.

In Canada, our hotspots are Montreal and Toronto, in the U.S it's NY City, NJ and surrounding areas. Why should the restrictions and methods in these locations be the same as a rural town or vice versa?

These were American citizens returning via a port of entry. That’s how our system is set up. You have these ports of entry, airports are the main ones. They que people up as a border control. That’s how it’s done & been the case for decades. Where else are they supposed to go?
